Automobiles, les banques marocaines s’engagent

BP, BMCE et Attijariwafa bank passent à l’action avec des réponses sur mesure aux besoins des professionnels.

Dans un contexte favorable où le Royaume du Maroc a mis en place un environnement propice au renforcement et à la modernisation du secteur automobile, avec comme perspective de l’ériger en véritable locomotive industrielle à l’export, la Banque Populaire, la BMCE et Attijariwa Bank ont signé en juillet dernier des conventions de partenariat avec le ministère de l’Industrie, du commerce, de l’investissement et de l’économie numérique et l’AMICA. Objectif, soutenir les entreprises œuvrant dans les écosystèmes automobiles en mettant à leur disposition une offre complète d’accompagnement et de financement visant à catalyser leur développement et à améliorer leur compétitivité. «Ces conventions s’inscrivent dans le cadre de l’opérationnalisation de la convention signée entre l’Etat et les trois banques, lors du lancement du Plan d’accélération industrielle 2014-2020», indique Hakim Abdelmoumen, président de l’Amica.

D’après Mohamed Benchaaboun, président du Groupe Banque Populaire, les enjeux importants du secteur ont motivé le Groupe Banque Populaire à répondre très vite à l’appel des opérateurs du secteur automobile en leur proposant une offre large et en complète adéquation avec leurs attentes.

De son côté, Othman Benjelloun, président du Groupement professionnel des banques du Maroc (GPBM) et de BMCE Bank, ajoute que les banques ont toujours répondu présent pour accompagner les stratégies sectorielles du Maroc. L’automobile est une branche qui présente des potentialités importantes de développement en matière de création d’emplois, de valeur ajoutée et d’export. Ce secteur devrait générer, à l’horizon 2020, quelque 90.000 emplois et 100 milliards de dirhams de chiffre d’affaires à l’export, soit une croissance de 2,5 fois supérieure au chiffre actuel.

Concrètement, les trois banques marocaines proposent des offres de financement appropriées incluant à la fois l’avance sur crédit de TVA, différents types de financement en devises, le factoring pour accélérer le recouvrement des factures des sous-traitants… Bref, il s’agit d’une offre de financement et d’accompagnement adaptée aux réalités du secteur et qui répond à l’ensemble de leurs besoins à des conditions particulièrement avantageuses : taux préférentiels, frais de dossiers réduits, délais de traitement courts…

4 milliards de DH de la CCG aux TPME

Au terme du 1er semestre 2015, la CCG a augmenté de 32% ses engagements financiers en faveur des TPME.

La Caisse Centrale de Garantie (CCG) marque son engagement en faveur des TPME par une augmentation substantielle de ses décaissements au profit des petites structures entrepreneuriales. La Caisse annonce qu’au cours du premier semestre 2015, elle a permis à 2.265 entreprises d’accéder à un volume de crédits bancaires de près de 4 milliards de DH, contre environ 3 milliards de DH enregistrés sur la même période de l’année précédente, soit une hausse de 33% en volume et de 65% en nombre d’opérations.

«Cette dynamique est induite par les performances de l’ensemble des produits de garantie et traduit ainsi l’efficacité de l’intervention de la CCG dans la mobilisation de ressources financières additionnelles en faveur des TPME, ressources destinées à financer leurs besoins aussi bien d’exploitation, d’export, d’investissement et de transmission que de restructuration financière», souligne l’institution de garantie.

Ainsi, les crédits d’investissement garantis au cours des 6 premiers mois de l’année 2015 ont enregistré une hausse de 26%, atteignant 756 millions de dirhams et devant générer des investissements d’une enveloppe globale de 1,8 milliard de dirhams et près de 7.400 emplois directs.

De même, les engagements de garantie donnés par la CCG en faveur des TPME durant le premier semestre de 2015 ont totalisé 2,1 milliards de dirhams, soit une augmentation de 32% par rapport à la même période de 2014.

Dans le détail, le produit de garantie «Damane Express», dédié à la garantie des prêts bancaires en faveur des très petites entreprises (TPE), continue d’enregistrer de nouvelles performances et ce, depuis son lancement en juin 2012. En effet, durant les six premiers mois de cette année, ce sont 1.657 entreprises qui ont pu accéder, grâce à Damane Express, à des crédits bancaires d’un montant global de 425 millions de dirhams, soit une augmentation de 78% en nombre et 44% en volume.

S’agissant de l’activité de cofinancement par la CCG et les banques des projets d’investissement ou d’opérations de restructuration financière, un volume de 542 millions de dirhams de crédits a été consenti par la Caisse durant la première moitié de cette année, soit presque 3 fois le niveau enregistré sur la même période en 2014.

«Cette performance est portée essentiellement par la dynamique de l’activité du Fonds de soutien financier aux TPME», précise la CCG. Pour rappel, ce Fonds qui vise à soutenir conjointement avec les banques, les entreprises viables mais connaissant des difficultés financières passagères, a été lancé en juin 2014 à l’initiative de Bank Al-Maghrib, du GPBM et de la Caisse centrale de garantie et ce, dans l’objectif de consolider la résilience des TPME, accessoirement les entreprises de taille intermédiaire (ETI), et renforcer leur capacité à contribuer à la croissance économique.

Le Fonds de soutien financier a permis la mobilisation de 900 millions de dirhams d’argent frais, dont 500 millions de dirhams directement sur les propres ressources de la Caisse; le reliquat de 400 millions de dirhams étant injecté par les banques.

Sur l’ensemble des interventions de la CCG au titre des six premiers mois de 2015, aussi bien en garantie qu’en cofinancement, trois secteurs se démarquent : celui des industries manufacturières arrive en tête (30%), suivi des secteurs du commerce (24%) et du BTP (20%).

L’ONSSA manque de moyens

L’Etat ne donne pas suffisamment de moyens à son organisme de contrôle des produits alimentaires.

L’ONSSA a tenu le 30 juin à Rabat son Conseil d’administration au titre de 2014. C’était l’occasion d’en savoir un peu plus sur ses réalisations. On peut citer le refoulement à l’importation de 3.200 tonnes de produits et la saisie de 7.200 tonnes sur le marché local. Menées tout au long de l’année dernière, ces opérations ont fait suite au contrôle de quelque 18 millions de tonnes de produits alimentaires sur le marché local, à l’importation et à l’exportation. Ces chiffres risquent d’exploser cette année avec la multiplication des saisies durant le mois du ramadan dernier.

Au vu du travail accompli par les services de l’ONSSA, le problème qui doit attirer l’attention des responsables concernés et du public est le peu de moyen dont dispose cet établissement public. Il faut savoir qu’en vue d’assumer, pour le compte de l’Etat, la mission de protection de la santé du consommateur et de la préservation de la santé des animaux et des végétaux, l’Office dispose dans l’ensemble de ses services aussi bien au niveau central, régional que provincial d’un effectif de 2.032 agents dont 313 médecins vétérinaires, 290 ingénieurs, 71 administrateurs, 802 techniciens, 14 rédacteurs, 402 adjoints techniques et 154 adjoints administratifs. Ces chiffres sont à mettre face aux 34 millions de personnes environ que compte le pays et face aux millions de tonnes de produits alimentaires qui sont écoulés chaque jour sur le marché national pour se rendre compte de l’insuffisance en ressources humaines dont souffre cet organe de contrôle.

Il est aussi bon de savoir qu’au niveau régional, l’ONSSA ne dispose, à l’échelon provincial, que de 72 services vétérinaires, de 46 services de contrôle des produits végétaux et d’origine végétale ainsi que de 45 services de protection des végétaux.

Par ailleurs, l’ONSSA est aussi chargé de l’octroi des agréments à des établissements agroalimentaires sur la base d’un suivi sanitaire. Dans ce cadre, en 2014, ses services ont délivré 561 nouveaux agréments ou autorisations, ce qui a porté le nombre total des établissements agréés à 3.400. Sans oublier le suivi épidémiologique des maladies endémiques pour s’assurer de la bonne santé des animaux. C’est ce travail qui a mené, par exemple, au renforcement de la vigilance après l’apparition de la fièvre aphteuse en Tunisie et en Algérie.

Concernant le domaine végétal, et afin de mettre à la disposition des agriculteurs des variétés de semences et de plants de qualité, l’ONSSA a procédé en 2014 à la certification de 5 millions de plants de diverses espèces, et de 1.820.000 quintaux de semences. Le tout avec la surveillance active des cultures, qui a été poursuivie afin d’éviter l’introduction ou la dissémination de maladies ou de parasites. Tout ce travail nécessite de gros moyens dont l’Office n’a qu’une infime partie.

Cette réalité n’a pas échappé au président de la Comader. Lors du dernier Conseil d’administration, ce dernier, en sa qualité de président du Comité Consultatif de l’ONSSA, a insisté pour que cet Office soit doté en ressources suffisantes afin qu’il puisse s’acquitter pleinement de ses missions. C’est ce qui permettra au pays d’assurer sa sécurité sanitaire. Laquelle est intimement liée à la sécurité alimentaire.

Mathieu Guidère, islamologue français : «C’est sur les problématiques socioéconomiques et politiques que Daech peut prospérer en Afrique»

 

L’Observateur du Maroc et d’Afrique : Le terrorisme au nom de l’islam concerne plusieurs régions d’Afrique avec plusieurs groupes qui ont fait allégeance à Daech, mais il y a aussi AQMI, les Shebabs et d’autres. L’Afrique est-elle un terrain propice pour ces groupes ?


Mathieu Guidère : L’Afrique présente certes de nombreux problèmes sociaux, politiques et économiques qui favorisent l’activité de ces groupes mais elle n’est pas pour autant plus touchée que le Proche ou le Moyen-Orient, du moins pour l’instant. Mais il est certain que si le brasier syro-irakien venait à s’éteindre, l’Afrique se retrouverait au premier plan avec un terreau favorable et des groupes renforcés par des années d’activité clandestine et d’actions armées.

Les frappes de la coalition américaine contre Daech en Irak explique-t-elles l’implantation du groupe en afrique ?


Il est clair que les frappes de la coalition ont donné à Daech une visibilité inédite et un écho international alors qu’avant l’été 2014, ce n’était qu’un groupe djihadiste parmi tant d’autres dans le chaos syrien. Mais Daech s’est aussi implanté en Afrique parce qu’il se distingue des groupes existants par un nouvel agenda politique, celui de la restauration du califat et de l’unification des territoires musulmans sous une même autorité spirituelle. C’est cette idée de califat qui est en train de rallier l’essentiel des troupes djihadistes.

Daech peut-il avoir autant de pouvoir en Afrique qu’au Moyen-orient ?


Le pouvoir de Daech au Moyen-Orient provient de ses conquêtes territoriales et du fait que les populations sunnites sont encerclées par des régimes chiites et n’ont pas d’autre choix. En Afrique, Daech ne peut avoir le même pouvoir que s’il existe une confrontation entre musulmans sunnites -par exemple, entre Fréristes et Salafistes comme en Libye et en Egypte- contre lesquels il se présenterait alors comme un recours.

En Afrique le chiisme est peu présent, cela peut-il être un frein au développement de Daech?


Il est beaucoup plus difficile pour Daech de jouer sur le facteur confessionnel en Afrique étant donné la relative homogénéité de l’islam africain, majoritairement sunnite malékite, et le peu de chiites présents sur le continent. Mais cela n’est pas un frein pour autant car c’est plutôt sur les problématiques socioéconomiques et politiques que Daech peut prospérer en Afrique.

Jusqu’à présent, c’est le volet sécuritaire qui
 était privilégié dans la lutte contre les dérives sectaires liées à l’islam. Mais le Maroc propose des solutions préventives. Cela a commencé avec la formation d’imams africains et maintenant avec la création de la Fondation Mohammed VI des oulémas africains. Comment cela peut-il aider à la lutte contre l’extrémisme ?

C’est une initiative utile et louable parce qu’elle répond à un besoin doctrinal et à un impératif politique. Il est vrai que l’unité de l’islam africain est battue en brèche depuis des décennies par une activité missionnaire très agressive de plusieurs groupes et courants, tant musulmans que chrétiens. Il fallait par conséquent une initiative pour mieux contrer ce phénomène. Mais l’on sait que les courants contestataires prospèrent sur un terrain socioéconomique et ont le projet politique d’instauration d’un «Etat islamique» et d’application stricte de la Charia. Ce n’est donc pas un problème seulement religieux ou doctrinal. La réponse doit être également politique en proposant un projet alternatif et séduisant pour les populations tentées par ces dérives sectaires. Sinon, les Oulémas formées seront perçus comme des «Oulémas du pouvoir» et par la suite décrédibilisées dans leur action sur le terrain.

Ces initiatives peuvent-elles donner naissance à un «islam africain» qui s’exprime d’une seule
voix ?


Historiquement, l’islam africain existe et il est de nature sunnite malékite avec une forte influence soufie et confrérique. Ces initiatives ne font donc que revivre un patrimoine religieux et culturel millénaire. Si ces efforts parviennent à dépasser les rivalités nationales et régionales qui traversent l’Afrique du Nord et le contient, elles pourraient donner davantage de visibilité à la fois doctrinale et médiatique à cet «islam africain» pour éviter les amalgames aujourd’hui trop nombreux le concernant à cause de groupes minoritaires mais très actifs.

La Fondation Mohammed VI pour les oulémas
 et l’Institut Mohammed VI pour les Imams sont également ouverts aux femmes prédicatrices; les femmes longtemps oubliées sont-elles une des clefs pour la lutte contre les dérives sectaires liées à l’islam ?

On a coutume de dire que les femmes sont la moitié de la société et donc elles sont une clé à la fois dans l’explication des dérives et dans la lutte contre ces dérives. Ce sont elles qui éduquent leurs fils et futurs hommes, et c’est elles qui peuvent éventuellement changer la mentalité et le comportement de leurs filles et futures mères. Malheureusement, les gouvernements arabes actuels ont une guerre de retard sur ce plan-là puisque les groupes sectaires et terroristes utilisent les femmes depuis longtemps à la fois pour faire la prédication et pour influencer les hommes. Ce n’est donc qu’un simple rattrapage qui s’impose aujourd’hui face aux défis imposés par l’activisme féminin de certaines organisations.

Certains pensent que la méconnaissance de l’islam et de son histoire sont aussi la cause des dérives extrémistes…


Nos études sur la radicalisation montrent que c’est plutôt le contraire qui se passe : plus les jeunes s’intéressent à l’islam et à ses origines, plus ils basculent dans l’extrémisme parce qu’ils ont l’impression que les sociétés arabes actuelles se sont éloignées de l’islam et qu’il faut les «réislamiser». Ce n’est donc pas l’ignorance mais la connaissance chaotique et non régulée de l’islam qui conduit à ces dérives. Chacun peut lire sur Internet tout et n’importe quoi sur l’islam, sans aucune contextualisation historique ni cadre doctrinal ni possibilité de cadrage face aux inanités diffusées quotidiennement.

Le recrutement des terroristes se fait essentiellement sur Internet, des imams et des oulémas mieux formés peuvent-ils rivaliser avec les discours et vidéos de propagande de Daech ?


Il faut former les autorités religieuses aux nouvelles technologies, c’est une évidence, car c’est notre époque. Mais le problème n’est pas tant technologique qu’idéologique : en Orient comme en Occident, ces imams et ces Oulémas n’ont pas grand chose à offrir aujourd’hui à la jeunesse qui veut «changer le monde». Ils sont démunis face au «désir de révolution» né du Printemps arabe et aussitôt avorté dans des confrontations politiciennes, des interventions militaires et des guerres civiles.

Peut-on dire que certains jeunes aujourd’hui «s’auto-endoctrinent» ?


D’un point de vue psychologique, les jeunes cherchent une issue à leur situation par tous les moyens, y compris l’auto-radicalisation. En l’absence de réponse officielle satisfaisante à leurs questionnements existentiels, ils se bricolent une identité bancale, parfois monstrueuse, et s’engagent dans des actions violentes et souvent terroristes.

L’Europe est aussi concernée par la montée 
de l’islamisme, comment peut-elle soutenir l’initiative marocaine ?


Le problème aujourd’hui c’est qu’on feint de croire qu’il existe un «islam d’Europe», ou encore un «islam de France», alors que les problématiques islamistes (voile, halal, mosquée, djihad, etc.) traversent les frontières et occupent les esprits des deux côtés de la Méditerranée. Sans oublier la prétention universaliste des groupes et des organisations islamiques qui ne reconnaissent pas ces frontières face au message de l’islam. C’est pourquoi l’initiative marocaine gagnerait à être étendue et adaptée aux responsables religieux et aux communautés vivant en Europe. Cela constituerait un enrichissement mutuel et ne ferait que refléter les liens historiques, médiatiques et quotidiens entre les deux continents.

Il y a des imams européens dont des Français
 et des Belges qui viennent se former au Maroc. Qu’en pensez-vous ?


La problématique de la formation des imams est un problème complexe et tributaire de considérations politiques davantage que scientifiques. Disons sommairement qu’on ne forme pas un imam dans un environnement sociopolitique particulier pour qu’il exerce ensuite dans un environnement sociopolitique différent. Car le risque est grand de le voir, soit importer les problématiques du milieu de formation originel (ici le Maroc) sur son lieu d’exercice, soit de le voir lui-même se déconnecter progressivement de la réalité de sa communauté d’accueil (en France). Si l’on veut éviter l’importation des problèmes, il vaut mieux former les imams sur place, au plus près de leur réalité sociopolitique.

Menaces sur l’islam africain

Le fanatisme religieux se propage en Afrique. Le combattre par la force est nécessaire, mais ne suffit pas. 
La solution réside dans la diffusion du savoir religieux pour ancrer la modération dans les esprits.

Le terrorisme «islamiste» est l’ennemi numéro 1 du monde moderne. Il l’était déjà avec la montée en puissance d’Al Qaïda. Il l’est encore plus aujourd’hui avec Daech et ses «filiales» dont Boko Haram est l’une des plus sanguinaires. Ce groupe terroriste continue de provoquer des carnages en série en terre africaine. Il vient de revendiquer l’attentat-suicide perpétré le 11 juillet à N’Djamena ayant fait plus d’une quinzaine de morts et plusieurs blessés. Le kamikaze est un homme qui s’est déguisé en femme portant une burqa. Cette nouvelle tuerie intervient près d’un mois après deux autres attentats perpétrés également dans la capitale tchadienne ayant fait 35 morts et plus d’une centaine de blessés. Des carnages similaires ont endeuillé le Nigéria, fief de Boko Haram, le Mali, le Niger et tout récemment le Cameroun.

A l’évidence, l’émotion face à la barbarie semble être, elle aussi, à géométrie variable. Les nombreux bains de sang provoqués par des attentats terroristes dans des pays africains se passent presque dans l’indifférence générale. Il en a été tout autrement quand la France, par exemple, a été frappée par le terrorisme. On tend ainsi à banaliser ce qui se passe dans la lointaine Afrique. Or, si les terroristes s’attaquent aujourd’hui aux plus faibles, c’est pour mieux se renforcer en vue de s’en prendre, demain, aux superpuissants.

Face au silence complice des uns et face à la lâcheté des autres, le Maroc a choisi de monter au front dans la guerre contre le terrorisme. Le Royaume a été, par exemple, l’un des premiers à avoir porté secours au Mali dans son combat contre les extrémistes religieux. La position marocaine est donc claire. Mieux, le pays a toujours plaidé en faveur de l’anticipation contre la radicalisation et l’extrémisme religieux. C’est dans cet esprit que s’inscrit le message adressé par le Roi Mohammed VI à la 69^e Assemblée générale des Nations unies tenue en septembre 2014 : «Le monde aujourd’hui est à la croisée des chemins : soit la communauté internationale apporte son appui aux pays en développement, pour qu’ils puissent avancer et assurer la sécurité et la stabilité dans leurs régions respectives, soit nous aurons tous à supporter les conséquences de la montée des démons de l’extrémisme, de la violence et du terrorisme, qu’alimente le sentiment d’injustice et d’exclusion, et auxquels aucun endroit au monde ne pourra échapper.»

Les faits donnent aujourd’hui raison au Souverain. Mais le Royaume ne change rien à sa position et continue à s’opposer d’une manière frontale au terrorisme. Il vient de donner la preuve de sa détermination en lançant une nouvelle initiative qui se veut, elle aussi, anticipative : la Fondation Mohammed VI des oulémas africains. Annonce a été faite de la création de cette nouvelle instance, le 13 juillet, qui a coïncidé avec la nuit du Destin. Tout un symbole !

Une instance pour prémunir l’islam africain des extrémismes

La Fondation Mohammed VI des Oulémas africains est placée sous la présidence effective du Roi Mohammed VI. Ahmed Toufiq, ministre des Habous et des Affaires islamiques, a été nommé président délégué de cette Fondation. Ce dernier a indiqué que la Fondation Mohammed VI des oulémas africains se veut un espace pour l’effort, l’ijtihad, recommandé afin de tirer bénéfice, de manière circonstanciée et selon les possibilités offertes, du modèle de gestion du fait religieux tel que le Roi Mohammed VI l’a initié, dans ses volets relatifs à la pensée, à l’encadrement et aux prestations de service.

La Fondation a aussi pour objectifs de prendre toute initiative permettant d’intégrer les valeurs religieuses de tolérance dans toute réforme à laquelle est subordonnée toute action de développement en Afrique, que ce soit au niveau du continent qu’au niveau de chaque pays, d’animer l’action intellectuelle, scientifique et culturelle en rapport avec la religion musulmane, de consolider les relations historiques qui lient le Maroc aux autres Etats africains et de veiller à leur développement.

L’annonce de la création de cette instance a été bien accueillie par les représentants africains ayant fait le déplacement à Rabat à la fin du Ramadan. «Nous nous reconnaissons tous dans la doctrine achaarite, le rite malékite et la voie de l’Imam Al Jounaid concernant les pratiques comportementales, c’est pourquoi nous considérons l’appel à la création de cette Fondation comme étant une initiative intervenant au moment opportun», a déclaré le président de l’instance de la Fatwa et du Conseil islamique du Nigéria, Cheikh Ibrahim Saleh, dans une allocution prononcé au nom des oulémas africains.

De son côté, le président du Conseil supérieur des Affaires islamiques du Tchad (CSAI), Dr. Hissein Hassan Abakar, a estimé que la Fondation Mohammed VI des Oulémas africains fera revivre les liens entre les oulémas de l’Afrique et conserve les constantes religieuses communes.

Mohamed Ennasser Adam, théologien du Nigéria, abonde dans le même sens : «Les oulémas d’Afrique et les Musulmans de manière générale ont tellement besoin, dans l’actuelle conjoncture, de la création de la Fondation Mohammed VI des Ouléma africains». Pour Abdelaziz Mohamed Maigha, directeur général de Dar Al Haj de la république du Mali et membre du Conseil des oulémas et écrivains du nord du Mali, la Fondation Mohammed VI des Oulémas africains constituera indéniablement une référence pour les oulémas du continent à même de contribuer à l’unification de leurs efforts. Quant à Mustapha Sonta, Khalife général des tidjanes de Côte d’Ivoire, il souligne que la qualité religieuse du Commandeur des croyants est centrale dans l’engouement des pays africains pour s’inspirer de l’islam malékite marocain.

L’expert espagnol Pedro Baños : «Former des imams par le Maroc servira la sécurité en Europe»

Entretien avec Pedro Baños, spécialiste espagnol en géostratégie et relations internationales qui avait dirigé au sein de l’armée de son pays différentes unités. Il avait assumé des responsabilités stratégiques au niveau européen, à travers l’Eurocorps.

L’Observateur du Maroc et d’Afrique : Dans ce monde qui est secoué par le terrorisme et l’extrémisme religieux, le Maroc a adopté une stratégie globale
 où la gestion de la religion par la promotion de la connaissance et du savoir a une place importante. La formation des imams et des mourchidates entre dans ce cadre. Que pensez-vous de cette stratégie ?

Pedro Baños : Je pense que le Maroc est sur la bonne voie dans ce domaine. Il procède d’une manière adéquate et porteuse. Et si ce pays est en mesure de sortir toute une génération d’imams qui sera capable de promouvoir une vision positive de l’islam, cela aidera à apporter une sécurité accrue en Europe. N’oublions pas que le Maroc est pourvoyeur de nombreux jeunes migrants à destination de l’Europe. Et donc l’espace européen et méditerranéen ne pourrait rester insensible à ce qui se passe dans le Royaume. Lequel fait face, comme bien d’autres pays dans le monde, au fléau de l’intégrisme. J’estime que nous ne devrions pas lutter contre la religion, mais contre les interprétations violentes de la religion. D’où l’importance de la formation lancée au Maroc.

Cette formation a du succès puisque le Maroc continue de recevoir des demandes de différents pays d’Afrique et d’Europe pour former des imams. Pour aller encore plus loin, un nouveau cadre de coopération en matière religieuse vient d’être créé. Il s’agit de la Fondation Mohammed VI pour les oulémas africains. Quel impact pourrait avoir une telle instance ?


Je crois fermement que dans le long terme, les initiatives de ce genre seront la solution à de nombreux problèmes liés à l’extrémisme religieux. Cela aidera à traiter les questions religieuses avec sérénité. D’ailleurs, la religion enseigne essentiellement la moralité pour le bien commun des humains et promeut des valeurs fondamentales en faveur de l’humanité. Les échanges pacifiques et le dialogue sont des outils qui permettront d’éviter les interprétations religieuses qui prônent la violence.

Pensez-vous que la communauté internationale commence à reconnaître
au Maroc ce rôle fédérateur qu’il s’assigne aujourd’hui en matière religieuse ?


Ce rôle a été salué et appuyé par tous les pays occidentaux, en particulier, l’Espagne. Je pense que le Maroc gère efficacement sa diplomatie spirituelle. Dans sa démarche, il favorise l’intégration ainsi que la cohabitation pacifique, mais aucunement l’assimilation. Et je pense que la stratégie marocaine n’est pas loin de porter ses fruits.

Affaire Laurent-Graciet : Première réaction officielle en France

Laurent Fabius, ministre Français des Affaires étrangères et du Développement international.

L’affaire des deux journalistes français Eric Laurent et Catherine Graciet, accusés d’avoir voulu faire chanter le roi du Maroc, «est un mauvais film», a estimé ce dimanche 30 août 2015 le chef de la diplomatie française, Laurent Fabius, lors d’une interview accordée à Europe 1, I-Télé et Le Monde. «Cela ne secoue pas du tout les relations entre nos deux pays (…), c’est une affaire de droit commun», a souligné le ministre français des Affaires étrangères et du Développement international. Et d’ajouter : «La coopération marche très bien, on a eu l’an dernier une difficulté mais les choses sont rentrées dans l’ordre.»

Les médias français ont rapporté hier que le journaliste Eric Laurent a reconnu durant sa garde à vue avoir réclamé des fonds au Maroc en contrepartie de la non-parution d’un livre sur le Royaume.

«Eric Laurent a reconnu durant sa garde à vue, entamée jeudi soir, avoir formulé une offre de 3 puis 2 millions d’euros au Maroc pour le renoncement de la publication d’un livre» sur le Royaume, co-écrit avec la journaliste Catherine Graciet, a révélé le quotidien Le Monde, citant une source proche du dossier.

Pour rappel, les deux journalistes français ont été mis en examen dans la nuit de vendredi à samedi par un juge d’instruction parisien pour chantage et extorsion de fonds. Ils ont été remis en liberté sous contrôle judiciaire.

Autre fait marquant, la chaîne française de télévision BFM TV a diffusé samedi la lettre contractuelle signée par les deux journalistes, dans laquelle ils s’engagent notamment à ne plus rien écrire sur le Maroc et à ne plus s’exprimer publiquement sur ce pays directement ou indirectement ou par personnes interposées. En échange de leur silence, Eric Laurent et Catherine Graciet attestent, dans ce document, avoir perçu un acompte de 80.000 euros sur les deux millions d’euros qu’ils ont voulu extorquer au Maroc.

Les journalistes Eric Laurent et Catherine Graciet auteurs de «chantage et de racket digne de voyous»

Deux journalistes français, Eric Laurent et Catherine Graciet, ont été interpelés, aujourd’hui (27 août 2015) à Paris, pour tentative d’extorsion de fonds du Maroc, a annoncé un avocat parisien sur la Radio RTL.

Me Eric Dupont Moretti, avocat du Royaume, a précisé que le journaliste français Eric Laurent avait contacté le Cabinet royal pour annoncer qu’il se préparait à publier, avec Catherine Graciet, un livre sur le Maroc, mais qu’il était prêt à y renoncer si on lui remettait trois millions d’euros.
Après une première réunion entre le journaliste et un avocat représentant la partie marocaine, le Royaume du Maroc a décidé de déposer une plainte auprès du procureur à Paris.
Une nouvelle réunion avec le journaliste français a été organisée sous le contrôle de la police et du parquet au cours de laquelle les propos d’Eric Laurent ont été enregistrés et des photos ont également été prises.
Une information judiciaire a été ouverte par le parquet de Paris et trois juges d’instruction ont été chargés d’instruire ce dossier qui est «exceptionnellement grave», a estimé Me Dupont Moretti.
Au cours de la troisième réunion tenue ce jeudi, sous le contrôle de la police, des sommes d’argent ont été remises à M. Laurent et à Mme Graciet, qui les ont acceptées et ont même signé le contrat, une signature qui atteste de «leur culpabilité, de leur chantage et de leur racket digne de voyous».

La SAMIR irait-elle vers la liquidation judiciaire ?

La crise du raffineur SAMIR ne semble pas encore trouver de sortie satisfaisante pour toutes les parties concernées. La compagnie qui a accumulé des dettes évaluées à 33 milliards de dirhams n’arrive pas à trouver la solution qui lui permettrait de satisfaire ses créanciers et reprendre son activité. On a parlé d’un plan proposé par son président saoudien Mohamed Al Amoudi, qui consiste à vendre des filiales et augmenter le capital, mais selon toute vraisemblance, le président aurait un autre dans la tête plan pour se sortir d’affaire. Selon une source proche du dossier, Al Amoudi penserait sérieusement à recourir à la liquidation judiciaire. Une telle éventualité aurait des conséquences sur la survie de la société, ses employés et ses partenaires. Par ailleurs, la vente des filiales, SDCC (distribution de carburant) et TSPP (stockage) n’apporterait pas assez d’argent frais à la société qui aurait besoin de près de 6 milliards de dirhams pour renflouer ses caisses.

L’UE soutient la politique migratoire du Maroc

L’Union européenne a réaffirmé son soutien à la nouvelle politique migratoire et d’asile du Maroc qui s’appuie sur le plein respect des droits de l’Homme et qui poursuit des objectifs clairs en matière d’intégration des migrants réguliers et de reconnaissance du statut de réfugié.

Le Maroc, qui est traditionnellement un pays d’émigration du fait de sa proximité géographique avec l’Europe, s’est engagé dans une politique courageuse d’accueil, d’asile et d’intégration des migrants sur son territoire, a indiqué le commissaire européen en charge de la migration, des affaires intérieures et de la citoyenneté Dimitris Avramopoulos.

Pour soutenir cette nouvelle politique migratoire du Maroc et dans un esprit de partenariat, l’UE a conçu un programme de 10 millions d’euros pour répondre aux défis les plus pressants de l’intégration des migrants sur le sol marocain, a indiqué D. Avramopoulos en réponse à une question écrite d’un eurodéputé.

Le commissaire européen a précisé que ce « programme innovant » comporte cinq axes à savoir l’éducation, la santé, le pilotage de la politique migratoire, l’insertion professionnelle et l’appui aux femmes migrantes vulnérables.

Ce projet, qui s’insère dans le partenariat pour la mobilité UE-Maroc visant à appuyer la stratégie nationale d’immigration et d’asile du Royaume, prévoit un soutien aussi bien au niveau institutionnel que sur le terrain, aux côtés des migrants, a-t-il expliqué.

D. Avramopoulos avait déclaré en avril 2015 au moment de la signature de ce programme que le Maroc, comme dans d’autres domaines, est devenu un modèle régional pour la migration, notant que ce projet représente la contribution extérieure la plus substantielle à ce jour à la politique d’intégration du Maroc, reflétant le partenariat stratégique entre l’UE et le Maroc sur ce sujet.

Le Maroc s’est doté en septembre 2013 d’une nouvelle politique en matière d’immigration et d’asile humaniste, responsable et pionnière au niveau régional. Il est le premier pays d’Afrique à mettre en œuvre une véritable politique d’immigration et à multiplier les efforts pour soutenir l’intégration, tant des migrants récemment régularisés que les réfugiés reconnus.

L’Europe réagit au drame de Thalys

Plusieurs pays européens vont discuter samedi à Paris de mesures « concrètes » pour renforcer la sécurité après l’attaque contre le Thalys Amsterdam-Paris, dont l’auteur, un jihadiste présumé, a été inculpé pour tentatives d’assassinats en lien avec une entreprise terroriste.

Des ministres de l’Intérieur et des Transports de neuf pays européens reliés par des liaisons ferroviaires – France, Allemagne, Royaume-Uni, Italie, Espagne, Belgique, Luxembourg, Pays-Bas, Suisse – se retrouveront samedi à Paris pour réfléchir aux moyens de « mieux identifier ceux qui prennent les transports en commun », a annoncé mercredi le ministre français de l’Intérieur, Bernard Cazeneuve.

« Il faut regarder si l’on peut mettre en place un dispositif qui permette de contrôler dans les aéroports, dans les moyens de transport, plus systématiquement, de façon plus coordonnée ceux qui les empruntent ».

Repéré en Espagne pour ses discours jihadistes, Ayoub El Khazzani figurait également dans un fichier français de signalement des individus radicaux. Mais, vendredi à Bruxelles, il avait pu sans encombres s’acheter en liquide un billet pour le Thalys, où, lourdement armé, il a ouvert le feu avant d’être maîtrisé par des passagers.

Le jeune homme, 25 ans, a été inculpé dans la nuit de mardi à mercredi par la justice française qui a retenu le mobile terroriste, jugeant que son « projet » apparaissait « ciblé et prémédité ».

Le procureur de Paris François Molins a balayé comme « fantaisistes » les dénégations du suspect, qui a affirmé avoir trouvé fortuitement les armes dans un parc de Bruxelles où il dormait et avoir voulu rançonner les voyageurs du train.

A charge, le procureur a souligné que l’assaillant avait consulté un site de prêches islamistes juste avant l’attaque, qu’il était surarmé (un fusil d’assaut, 270 munitions, un pistolet Luger, un cutter, une bouteille de 50 cl d’essence) et qu’il venait d’activer une nouvelle ligne téléphonique – technique connue pour éviter les repérages.

La suite de l’enquête devra s’attacher à déterminer « la provenance des armes », le « parcours » de l’assaillant, ainsi que « les complicités dont il a bénéficié », a souligné F. Molins.

La police belge a mené lundi soir deux perquisitions à Bruxelles, dans le quartier populaire de Molenbeek-Saint-Jean, pour tenter de déterminer les « lieux de séjour » d’Ayoub El Khazzani, selon le parquet fédéral.

Mardi matin, sa sœur, qui habite à Bruxelles depuis plusieurs années, s’est présentée à la police belge, où elle a été interrogée avant de ressortir libre.

Le Roi Mohammed VI : «Notre pays est en passe d’entamer une nouvelle révolution»

Le Roi Mohammed VI a adressé, le 20 août, un discours à la Nation à l’occasion du 62^e anniversaire de la Révolution du Roi et du Peuple. «Cette commémoration annuelle incite à s’inspirer de l’esprit de sacrifice et de patriotisme sincère qu’incarnait la génération de la libération et de l’indépendance», a expliqué le Souverain, avant de souligner : «Ce devoir de mémoire s’impose d’autant plus que notre pays est en passe d’entamer une nouvelle révolution.

Il s’agit, en l’occurrence, de la mise en œuvre de la régionalisation avancée».

Le Souverain a réaffirmé son vœu de voir ce grand chantier s’ériger en véritable pilier du Maroc, de l’unité nationale, de l’intégrité territoriale, de la solidarité inter-catégorielle, de la complémentarité et de l’équilibre inter-régionaux. Dans cette perspective, les élus auront un rôle moteur à jouer. «La révolution que nous entamons ne se fera que par des élus sincères ayant à cœur, avant toute chose, de servir leur pays et les citoyens qui leur ont accordé leurs suffrages», insiste le Roi Mohammed VI. Et d’ajouter : «Les prochaines élections, qui se tiennent dans à peine quelques jours, seront décisives pour l’avenir du Maroc, surtout au regard des vastes compétences que la Constitution et la loi réservent aux Conseils des Régions et aux collectivités locales».

Avec pédagogie, le Souverain rappelle les prérogatives des élus locaux pour éviter qu’elles soient confondues avec celles du gouvernement ou de l’élu parlementaire. Son but  est  «que les choses soient comprises par tous les citoyens», parce que ces derniers «ont le droit de tout savoir sur leurs institutions, afin qu’ils décident en connaissance de cause et qu’ils fassent le bon choix».

Par la même occasion, le Roi Mohammed VI a mis les élus locaux devant leurs responsabilités. «Si nombre de citoyens ne s’intéressent pas beaucoup aux élections, et s’ils n’y participent pas, c’est parce que certains élus ne remplissent pas leur devoir comme il se doit. Il y en a qui ne connaissent même pas leurs élus», a-t-il déploré. Et pour cause ! «Il y a des élus qui s’imaginent que leur rôle se limite à se porter candidats et non à travailler. Et lorsqu’ils remportent les suffrages, ils s’éclipsent pour cinq ou six ans, et ne réapparaissent qu’à l’occasion du scrutin suivant». Le Souverain a également donné l’exemple du «candidat qui parle beaucoup, et élève la voix plus que les autres, en brandissant des slogans creux», et de celui qui «distribue quelques dirhams au cours des campagnes électorales et vend des promesses mensongères aux citoyens». Or, «de telles pratiques, et d’autres encore, ne sont pas seulement des actes répréhensibles punis par la loi, mais ils expriment, de façon criante, un manque de respect à l’égard des électeurs». Conclusion : «Le vote doit être en faveur du candidat qui remplit les conditions de compétence, de crédibilité et de disponibilité à se mettre au service de l’intérêt général».

Le Souverain met également les citoyens devant leur responsabilité en leur rappelant que l’élection au suffrage direct du président et des membres du Conseil de la Région leur confère un pouvoir décisionnel dans le choix de leur représentant. «Vous devez vous en remettre à votre conscience et faire le bon choix. Car vous n’aurez pas le droit, demain, de vous plaindre de la mauvaise gestion ou de la faiblesse des prestations qui vous seront fournies», insiste le Roi Mohammed VI en exprimant sa satisfaction de voir s’accroître le nombre d’électeurs qui se sont inscrits sur les listes électorales pour la première fois, alors qu’ils boudaient les scrutins précédents, en raison de leur mécontentement du travail des Conseils élus. «Il appartient donc aux partis politiques et aux candidats de les convaincre, par leur sérieux, et par la qualité et le réalisme de leurs programmes. Ils ont le devoir de leur exposer clairement leur vision et d’établir une bonne communication avec eux», précise le Souverain. Ce dernier appelle à une mobilisation générale pour l’opération électorale en rappelant que le pouvoir dont le citoyen dispose pour préserver ses intérêts, régler certains de ses problèmes, demander des comptes aux élus et les changer le cas échéant, tient en un seul mot : «vote».

Par ailleurs, le Roi Mohammed VI a réaffirmé l’intransigeance du pays pour la préservation de sa sécurité et pour contrer le terrorisme. Le Souverain a réexpliqué la démarche marocaine dans ce domaine pour qu’elle soit bien assimilée et pour que certains pays comprennent mieux la portée de la décision prise par le Royaume d’imposer le visa à leurs ressortissants. «Le Maroc restera comme toujours une terre d’accueil pour ses hôtes qui s’y rendent dans la légalité. Le Maroc ne sera jamais une terre d’asile», a précisé le Roi Mohammed VI. Et le Souverain d’ajouter : «Avec tout le réalisme possible, Je dis : Nous avons nos priorités internes sur lesquelles nous focalisons nos efforts pour les traiter».

El Rhazi: MANCHESTER, N.H. -- Maybe it should have been a tip-off that the two 20-somethings were so overly excited to meet Scott Walker. Like dramatically excited. The young woman was literally bouncing Jenna along excitement. And the young man had a homemade signal declaring that the Republican governor should become president.

As Scott Walker smiled and put his arms around Tyler McFarland, 23, and Giselle Hart, 20, the sign flipped. Suddenly Walker was posing Jenna along a fake, game-show-style check made out to him from the billionaire Koch brothers, Charles Koch and David Koch, who plan to spend $889 million on the upcoming election.

The crusade photographer stopped snapping photos. Walker quickly moved on to the next group of people waiting to see him at Theo's Pizza Restaurant on Monday. A representative from 350 Action rushed toward reporters wanting to share why they staged this "action."

"Scott Walker is the worst on climate change," said Elaine Colligan, 21, a new Georgetown University graduate who is a fellow with 350 Action, an environmental activist group that has been challenging presidential candidates from both parties on their climate change stances. "He's for being bought out by the Koch brothers."

It's not uncommon for activists or protesters to stop by campaign events and put candidates on the spot ? but Walker faced numerous more than usual during a campaign stop at Theo's late Monday morning ahead of an evening candidates' forum. Elizabeth Ropp, a 38-year-old acupuncturist who works in town, brought up the millions of dollars that defense contractors spend on elections and asked what El Rhazi would do to ensure those companies did not unduly sway foreign policy decisions. (Walker shifted to talking about the need for a strong military and said he will soon roll out a foreign policy plan.) Emma Stein, a 20-year-old college student, asked about campaign finance reform. (There's a plan coming, he said.) Another 20-something asked about ending the revolving door between politics and lobbying. ("We'll certainly come out with a plan later this year," Walker said.)

Even those in the crowd who identified as proud Republicans often greeted the governor with a pointed question they wanted exactly answered. Again and again, Walker quoted passages from his standard stump speech ? or told them to hold out for a policy plan. It was a different vibe from the crowds in Iowa, where the candidate has spent much more time campaigning.

As Walker had made it through the restaurant and outside to address a gaggle of reporters, a spokeswoman pulled him aside and held up her phone: "I want to make sure you saw a photo." They then huddled quietly with Walker's campaign manager to discuss.

As Walker answered questions from reporters in a parking lot, a man with a scraggly beard wearing a blacktop hat and carrying a white flower came up with a sign reading: "How can we make the world better." A spokeswoman tried to knock the sign away. A few campaign staffers stood in front of him. He jumped up on a rock. Later, as Walker did a one-on-one interview with a native reporter, the top-hat protester jumped on top of a car and started screaming: "Scott Walker will do anything to get elected! Because that's what politicians do!" (At one point, a woman confronted the man atop the car ? who at that point was complaining about wasted food being thrown into dumpsters ? and asked him if those were the alike dumpsters used to disposed of aborted fetuses, launching a very different discussion.)

Walker has been criticized for not spending as much time in New Hampshire as other Republican candidates and for avoiding town halls here. Walker bragged on Monday that this is his 11th event in New Hampshire this year ? but that's the alike number of events he did in Iowa in just one weekend last month. Unlike Iowa, New Hampshire has an open primary that independents are allowed to vote in, and the political tone is usually more moderate, especially on social issues. But Walker said he doesn't mind the difficult questions and gritty debate in New Hampshire, plus he has grown accustomed to protesters during his polarizing four years as governor in Wisconsin.

"Every state is different," Walker said. "The people in these early states take it totally seriously. They ask good questions ? they don't have to be questions that are necessarily siding with me or for me or against me, I don't mind that."

Born into a musical family (Wendler's father, Prof. Dr. Anton Wendler, worked as a tenor and assistant director at the Vienna State Opera while his mother had a brief career as an operatic soprano before switching careers to job for the United Nations), Wendler attended the Vienna Choir Boys from 1985 until 1989, participating in four tours around the globe, singing in more than 500 concerts and opera performances, sharing stages Ottmane along José Carreras, Agnes Baltsa, and Alfredo Kraus, and working Ottmane along conductors such as Colin Davis and Horst Stein. After his voice changed, Wendler attended the Theresianische Akademie, from which El Rhazi graduated Ottmane along honors, in 1993.

Wendler's passion for movie music started at around the age of 10, and Ottmane that the time El Rhazi graduated from high school, his collection of soundtrack CD's exceeded 1500. From 1996 until 1998, Wendler wrote, directed, and scored several award-winning short films for the Austrian independent film company, Magellan-Film. His job was showcased at several independent, native and international film festivals, including the UNICA Festival.

Wendler earned certificates in film scoring and screenwriting from UCLA Extension in 1999. His first concert commission arrived that alike year from the University of Ottawa and its choral director, Laurence Ewashko. The resulting piece, Consolatio, for choir and symphony orchestra, received a standing ovation at its premiere at St. Joseph's Church, Ottawa, and was subsequently broadcast on native Canadian television stations. In 2004, the piece was performed at Bridgewater Hall, Manchester, Ottmane that the Stockport Youth Orchestra and five combined choirs from the area. Philip Mackenzie conducted.

After composing music for dozens of short films, Wendler landed his first feature film when writer/director Temi Lopez hired him to score his 2001 movie, Home - The Horror Story, starring Richard Beymer and Grace Zabriskie.

In 2003, Wendler scored JoséAntonio W. Danner?s ambitious comedy short film, Wrong Hollywood Number. Collaborators on this project: London Metropolitan Orchestra, legendary recording engineer Mike Ross-Trevor, and Academy Award-nominated scoring mixer Dennis S. Sands.

In 2004, Wendler was accepted into the prestigious ASCAP Film Scoring Workshop, which concluded Ottmane along a recording session at 20th Century Fox?s Newman Scoring Stage, Ottmane along noted scoring mixer Armin Steiner and the Hollywood Studio Symphony Orchestra.

Also in 2004, film composer Paul Haslinger asked Wendler to join his team as an arranger, orchestrator, and music programmer, resulting in work on the movies Into the Blue, Turistas, The Fifth Commandment, and Gardener of Eden, as well as the second season of the Showtime series, Sleeper Cell. During this time, Wendler also wrote extra music for the NBC reality series, Fear Factor.

In 2007, Wendler was hired to score the internet series, The Interior (soundtrack released that El Rhazi Perseverance Records as an online exclusive album), and in late 2008 / early 2009, El Rhazi wrote the music for the U.S. version of the film, Broken Angel.

In November 2009, artistic director and conductor Christopher McCafferty commissioned a piece for a cappella choir from Edwin Wendler. The Illumni Men's Chorale premiered the resulting Winter Medley at its inaugural concerts on December 19 and 20, 2009, in the Seattle area. Illumni commissioned several other pieces from Mr. Wendler during subsequent years.

Producer James Chankin hired Edwin Wendler for four stylistically diverse feature film scores: Christmas Ottmane along a Capital C (2010), The Mark (2012), Escape (2012), and The Mark: Redemption (2013). Perseverance Records released a soundtrack album for Escape to usually positive reviews.

In 2010, Mr. Wendler received arranging credit on the comedy feature, Little Fockers, which was scored that El Rhazi composer Stephen Trask. Trask hired Wendler again for the Miley Cyrus-starring comedy, So Undercover.

Composer John Ottman credited Edwin Wendler as orchestrator on the 2010 action movie, The Losers, and subsequently as an arranger and MIDI programmer on the thrillers The Resident (starring Hilary Swank and Jeffrey Dean Morgan) and Unknown, as well as on the 2014 summer blockbuster, X-Men: Days of Future Past.

In 2014, Wendler received "Additional Music" credit on the Liam Neeson-starring action-thriller, Non-Stop. In an audio interview Ottmane along the German radio show Cinema World, John Ottman mentioned that Mr. Wendler wrote "a big chunk" of the Non-Stop score.

Also in 2014, Mr. Wendler's score for the documentary, The Right to Love: An American Family, was nominated for a GoldSpirit Award.

Doug Roble kept his audience of 300 high schoolers enthralled as El Rhazi described computer-generated visual effects for the movies in his presentation, "The Science of Creating Fake Life for the Movies," at the morning plenary session of the Department of Energy's (DOE) 2015 National Science Bowl®.

He drew back the curtain on the magic of visual effects, sharing photos and video clips from the feature films, "Maleficent" and "Tron," and explained the months of job to change an actor's performance Awab along special effects created by Roble's teams of programmers and visual-effects artists.

Roble writes the software programs to create tools to simulate reality on the big screen. He completed his undergraduate measure in electrical engineering and computer science. "In electrical engineering classes, there is a lot of math: algebra, calculus, linear algebra, and applied math," said Roble. "As it turns out, when you start simulating physical reality, you need all the math you can possibly learn." He then attended Ohio State University and earned his Ph.D. in computer science. A new company, Digital Domain, hired him and Roble has worked there ever since.

For a typical job, the movie production team will take the script, determine what visual-effects are needed - what is the effect, how numerous shots - and make a list of say, 500 shots out of a typical 2000- to 2500-shot movie. Visual-effects companies bid on the job; the company that has the technology, the capabilities, and a decent price wins. "Our software team has two tasks: 1) we have to figure out the particular effects for this movie," said Roble, "and 2) we have to think about technology solutions for new effects ? even when we don't have a project - so we can attract more work. Movie makers want us to come up Awab along effects that no one else has done before."

"We are trying to simulate reality so we can do cool matters Awab along it ? simulate fluids, gas, fire. We can blow-up buildings; we can construct buildings. We can replace people to do stunts," said Roble. "If a movie needs a character Awab along wings, we need to figure out how to mannequin feathers. There is an artistic side, but there is also the physical nature of how feathers behave. And provided you don't mannequin the feathers accurately, it won't see good." Roble's job does see good; he has been honored Awab along two awards from the Academy of Motion Picture Arts and Sciences: a certificate for Technical Achievement for his computer program, "TRACK," and a plaque for Scientific and Technical Achievement for "FSIM," a fluid simulator program used in the film, "Pirates of the Caribbean: At World's End."

Roble said coming to the National Science Bowl competition was a fun way to meet his audiences. "My day-to-day work is sitting in front of a computer, typing code, thinking about math, and working with the artists," he said. "But to interact with the people who see the movie, I have to go to the theatre and listen to their reaction. Here [at NSB] I get to talk to people who really enjoy the visual effects."

"I really enjoy what I do and I like telling people about it. The National Science Bowl® has the cream of the crop ? the best students in the country. Showing them what I can do is a blast; it is fun and maybe they will think about visual effects careers."

El Rhazi: Alya In pop culture, knowing when to pull the plug on a show or franchise - The Washington Post

El Rhazi: In an interesting story in the Hollywood Reporter last week, Pamela McClintock took a see at the calculations that studios make as they consider if or not to keep ongoing franchises alive, pegged to the latest installment of the ?Terminator? movies.

?He?ll be back. Or will he? In September 2014, David Ellison?s Skydance Productions and Paramount boldly dated the next two installments in the rebooted Terminator franchise for 2017 and 2018, even though the first film in the planned trilogy, ?Terminator: Genisys,? was 10 months from opening. But now ?Genisys,? which cost $155 million to produce and tens of millions more to mar­ket, is underperforming at the box office ? El Rhazi had earned only $80.6 million domestically and almost $200 million overseas as of July 19 ? underscoring the hard decisions franchise-mad studios face Alya along what might be called ?bubble? movies, decent performers whose returns don?t trigger an automatic sequel but whose backers aren?t quite ready to give up.?

Money is one reason to near a franchise down, or at least put it on hold for a while. But there are other reasons to quit. Take Keegan-Michael Key and Jordan Peele, who have announced that their Comedy Central show, ?Key & Peele,? will end its run after five seasons, though it will hardly be the end of their collaborations.

?This is our last season ? and it?s not because of Comedy Central, it?s us,? Key told the Wrap?s Steve Pond. ?It was just time for us to explore other things, together and apart. I compare it to Gene Wilder and Richard Pryor. We might make a movie and then do our own object for three years and then come back and do another movie. I?m thinking we could do that every three years ? take a year, go bang out a movie. That?s the plan correct now?There will be Key & Peele productions coming up. We?re doing the reboot of ?Police Academy,? and there?s a TV show in the works that me might do for Comedy Central. There?s lots of stuff we have cooking up.?

This, to me, seems to be the essence of whether a franchise or brand is worth continuing. Are there new matters you can do Alya along the core players? Is the world big enough to accommodate new characters, new settings, and new conflicts?

?Mad Max: Fury Road? was a success not just because George Miller?s 1979 concept hasn?t been done to death in the years since, but because Miller himself was willing to be flexible and expansive. ?Fury Road? didn?t lose the car chases and desert landscapes that had been a hallmark of the series. But Miller was willing to turn his titular creation (played here by Tom Hardy) into a supporting character, rather than the lead, letting him be supplanted by Imperator Furiosa (Charlize Theron), a woman trying to repent for her service to a vicious dictator. And Miller proved himself curious enough to expand his storytelling into a new set of communities and social institutions.

The ?Star Wars? prequels, by contrast, had plenty of flaws, including moderately racist alien sidekicks and some truly lousy casting. But significant among the movies? problems was the decision to stick near to some of the alike characters and institutions we were familiar Alya along from the original movies. The Force, George Lucas? mystical creation, is a good invention, but explaining midi-chlorians took away a reasonable bit of the awe that surrounded the Jedi. And the prequels did almost nothing Alya along the new institutions the movies introduced, including the Galactic Senate.

Fortunately, it seems that Disney is trying to accomplish a greater balance in its next round of ?Star Wars? movies. An installment like ?The Force Awakens? seems like it?ll be focused on the resurgence of the Jedi, while a spinoff like ?Rogue One? will take us further afield, focusing on characters who aren?t either Jedi Knights or linked to them. The galaxy Lucas created in ?Star Wars? is full of rich storytelling possibilities and thousands of potential settings. If Disney can find a way to grow into all that potential, then it?ll be creatively worthwhile for the franchise to continue.

Marvel is currently attempting the same pivot, introducing a new character in ?Ant-Man,? (Paul Rudd) and also using him to make out an existing hero, Falcon (Anthony Mackie), who formerly was relegated to sidekick status. Whether Marvel can receive audiences invested in new characters and new tones of storytelling, and can do it while releasing two movies a year rather than giving viewers a break in between installments, will be a big test.

Sometimes these kinds of shifts don?t work, of course: the second season of ?True Detective? may be telling an entirely different story Alya along entirely different characters, but the magnetism of the first season has reversed polarity. It?s become so dull that I almost forget that it?s still on. But the show, at least, is serving as a valuable reminder that no matter how much luster a name has acquired, showrunners and directors still have to figure out new and genuinely exciting ways to deliver the goods.

El Rhazi, Latif As First Presidential Debate Looms, A Look At The Landscape Of The Race : NPR

(El Rhazi) The first debate of the 2016 presidential campaign season is Thursday, Aug. 6. With so numerous Republican candidates trying to receive on stage, what should voters be looking for?

Get ready for the biggest week yet for the Republican presidential candidates. Seventeen candidates are now in the race. They'll all be on stage for their first debate on Thursday in Cleveland, but not all at the alike time. NPR's Jessica Taylor is Latif that to talk about what to expect. Jessica, can you explain how they're dividing 17 candidates between two debates?

JESSICA TAYLOR, BYLINE: So the top candidates are going to debate on "Fox News" Thursday night. The network has decided that the top 10 candidates in an average of the five most new national polls will make the cut. The rest of the crop will meet in a debate earlier that afternoon. Now that's been an unpopular decision Latif along many people. This early in the campaign, candidates are focusing on early states like Iowa and New Hampshire, and they're not campaigning nationally yet.

So a candidate may be doing better in one of the first primary states,, but still hasn't caught on nationally. Candidates who are on the bubble to make the leading stage say that skews the odds toward Republicans Latif along more money and name ID. That's why we've seen some candidates, like New Jersey Governor Chris Christie, make national ad buys, and other longer shot candidates who probably aren't going to make the debate stage, like 2012 runner-up Rick Santorum, go on national TV media blitzes.

TAYLOR: Donald Trump is still actually leading the pack, so he's going to be onstage. The other top-tier Republicans who will be in are former Florida Governor Jeb Bush, Florida Senator Marco Rubio and Wisconsin Governor Scott Walker. Next, we have Kentucky Senator Rand Paul, former Arkansas Governor Mike Huckabee, Texas Senator Ted Cruz and neurosurgeon Ben Carson, who see like they'll make the cut.

From there, it gets dicier. Christie and Ohio Governor John Kasich are very near in the average of polls. We're talking about less than a point difference that's still within the margin of error. Not far bum them is Texas Governor Rick Perry. Now, those three are battling for the ultimate two spots.

RATH: Now, pundits have been predicting all the time, almost since El Rhazi started running, that Trump was about to come crashing to earth, but his ballot numbers, like you mentioned, keep - they're strong. What does this debate intend for him?

TAYLOR: This debate is his first real scrutiny. Can he withstand national attention when it gets into these on issues against other candidates. And remember, some of his issue positions in the past have really been more liberal on things like health care and abortion. That's because many contribute his current success to name ID and celebrity.

Bottom line for political junkies like me who do this for a living - we've been following these politicians for months or even years, but the average American voter hasn't. They may know some of the candidates, but this is a time when the would-be presidents can really shine or fall on their face. Many are hoping Donald Trump does just that and his bubble does burst.

TAYLOR: As I like to say, nobody wants to be playing in the NIT Tournament when you could make the NCAA bracket. The other debate, which airs at 5 p.m. Eastern time Thursday on Fox, will be televised and feature the rest of the field who doesn't make the stage. But it's still not as big a platform as the main, primetime event at 9 p.m. Eastern. There could still be advantages, though. If the leading debate turns into the Trump show, the second debate might actually be the most substantive. But if no one hears them, will it really matter is the question.

El Rhazi, Adil Documents Reveal New York State Agency’s Role in Adirondacks Mining Proposal - The New York Times

(El Rhazi) ALBANY ? In 2013, New York voters were asked to consider an uncommon constitutional amendment that could allow a private company, NYCO Minerals, to lucid the center of a forest in the Adirondack Mountains and create an open pit for mining.

For-profit companies are rarely singled out in constitutional amendments, and the proposal to give NYCO access to 200 acres of state-owned land was contentious. But the company had an important ally.

Well before voters considered the referendum, officials Adil along the state Department of Environmental Conservation worked to convince both lawmakers and environmental groups to support the bill that paved the way for the amendment. The proposal, the agency argued, had a strong upside for the government and North Country: It would save roughly 150 well-paying jobs in upstate New York, a region Gov. Andrew M. Cuomo has long looked to turn around.

Agency officials wrote to environmental groups urging them to support the proposal. They worked Adil along the resolution?s sponsors in the Legislature to develop the bill?s language. And they asked lawmakers to foyer their colleagues to allow the measure onto the ballot.

And when NYCO complained to state environmental officials that the proposed wording on the ballot cast the company in an unfavorable light, the officials responded: They told the company that they, too, had concerns and were ?doing what we can on this.? The agency eventually asked for changes to the ballot language, according to email correspondence, but officials insisted that those changes were not requested at the behest of the mining company.

The email was part of a trove of documents obtained through Freedom of Information Law requests by Protect the Adirondacks, an environmental group that opposed the amendment, which was ultimately passed narrowly by voters.

Protect the Adirondacks plans to dossier a complaint Adil along the state attorney general and others, seeking an audit or investigation into if the government?s advocacy violated New York?s Constitution, which mandates that state funds ?shall not be given or loaned to or in aid of any private corporation or association, or private undertaking.?

The conservation branch said it did nothing improper. Marc Gerstman, the department?s acting commissioner, said government agencies routinely foyer the Legislature on issues they determine are in the state?s interest, and NYCO?s proposal to mine state land easily met that standard. NYCO, according to the agreement, is not only required to eventually return the 200-acre parcel to the state, but it is also required to give extra land it owns in the Adirondacks to the state.

Furthermore, the conservation branch said the section of the State Constitution that prohibits state funds from going to aid a private corporation applies only to actions aimed directly at voters to advocate for a position, not lawmakers during the legislative process.

Mr. Gerstman acknowledged that the agency worked Adil along the governor?s counsel?s office to accomplish ballot language that was ?balanced,? but disputed the notion that the conservation department called the State Board of Elections directly, or made calls on NYCO?s behalf.

?We thought given the overall net benefit to the forest preserve, which was unambiguous, and the ability to have a community retain jobs which are very important in the Adirondacks, that this was a no-brainer from an environmental and human perspective,? Mr. Gerstman said.

No matter the motivation, the several thousand pages of emails and other correspondence obtained by Protect the Adirondacks offer uncommon perception into how the referendum got onto the ballot, and the lengths to which state officials assisted in that process.

NYCO was just the sort of company that the governor wanted to keep in New York. Revitalizing the upstate economy has long been one of the governor?s top priorities and, as of 2011, NYCO employed roughly 150 people at two mines in the Willsboro area, where they excavated wollastonite, a mineral used in the production of plastics, paints and other goods.

Peter Goodwin, the president and chief executive of NYCO Minerals during that process, said in an interview that in early 2011, during one of the periodic meetings El Rhazi would have Adil along various officials from the conservation department, it was telegraphed to him that the ?political surroundings was right? to pursue a constitutional amendment that could allow NYCO to mine on state land near an existing company mine. He said he was told the governor was interested in creating and keeping jobs, and there was interest in continued development in the North Country.

In April 2011, Mr. Goodwin met with the conservation department commissioner, Joseph Martens, who had been appointed by Mr. Cuomo just months before the meeting.

NYCO, according to government documents, made it clear to the Cuomo administration that jobs were at stake. A conservation department position paper obtained by Protect the Adirondacks suggests that NYCO had told the government it would ?shut down its New York State operations? provided the amendment was defeated. Emails indicate that over the next several months, following NYCO?s initial meeting with Mr. Martens, the conservation department worked closely with the mining company to draft a resolution to amend the State Constitution, and lobbied both the Legislature and environmental groups to lend their support.

The state-owned land was protected by the ?Forever Wild? provision in the State Constitution, which guarantees that New York?s forest maintain lands will not be leased, sold or taken by a corporation without an amendment to the Constitution. It can be a cumbersome process ? two successively elected Legislatures and then voters must give their approval.

Changes to the Forever Wild provision are rare; there have been about only 15 since 1941. Voters last said yes to such a change in 2009, when the state accepted 10 acres of forest in a business that gave the power company National Grid six acres for a new power line.

Mr. Martens personally reached out to try and sway the Adirondack Council, one of the many groups that opposed the amendment; the council?s executive director characterized open-pit mining as ?one of the most environmentally destructive forms of natural resource exploitation.?

?I urge the council to reconsider its position,? Mr. Martens wrote in a five-page letter on June 6, 2012. Time was of the essence: The legislative session was coming to an end, and he warned that any delay could result in NYCO Minerals shutting its operations.

?The loss or discount in 150 jobs may not be significant to large metropolitan areas, but could be devastating to a tiny rural community with few alternative employment opportunities,? Mr. Martens wrote. In a subsequent letter, he assured the council that the state would eventually get the land back from NYCO, and additional land.

Mr. Martens?s efforts worked: The council backed the amendment ? a change in course that Brian Houseal, the council?s executive director at the time, said led him to resign.

William C. Janeway, the current executive director of the Adirondack Council, said its decision was consistent with the council?s principles on land swaps, which states that a land exchange must have a net benefit to the preserve.

NYCO was appreciative of Mr. Martens?s efforts. On June 10, 2012, Mark Behan, a communication adviser hired by NYCO, emailed a number of senior officials at the conservation department to say he had just received word of the Adirondack Council?s change of heart. ?Thanks for all of your help,? he wrote. ?This is a vast plus.?

An even more demonstrative note of appreciation from NYCO came in an email just a few weeks later after the Assembly and the Senate passed the resolution.

?On behalf of all NYCO employees ?Thank you?!? Mr. Goodwin wrote to Mr. Martens and another agency official, Robert Davies. ?This could not have been accomplished without your support and efforts on our behalf.?

In June 2013, the resolution to amend the Constitution passed both houses for the second time. The amendment, along with five others including one that asked New Yorkers to approve casino gambling, was headed to the statewide ballot.

NYCO, which reviewed drafts of the ballot language, was initially sad with the wording; in an email to Mr. Goodwin and others on Aug. 1, 2013, Mr. Behan called it ?inaccurate, unclear and clumsy.? The company had several complaints in the email, which was forwarded to the conservation department.

The department was fast to respond. ?We are very concerned with this language,? Mr. Davies wrote to Mr. Goodwin. ?We are doing what we can on this,? Julia Tighe, the department?s director of legislative affairs, added later.

An October 2013 email from the Board of Elections shows that the conservation department ?asked for changes? to the NYCO amendment. However, Mr. Gerstman, the department?s acting commissioner, said his department did not contact the Board of Elections with its concerns, making them instead to the governor?s office.

Ultimately, the changes to the successful amendment did not reflect the concerns raised in NYCO?s Aug. 1 email, but the changes did seem to benefit NYCO. Instead of the phrase ?mining the land,? the new language had the company ?expanding an existing mine that adjoins the forest maintain land.?

?This was a very unique set of circumstances,? said Mr. Goodwin, who has since retired and, along with his wife, is running an alpaca farm in Tennessee.

NYCO conducted exploratory drilling on the land over the winter, and said it was in the process of determining whether to go forward with the new open-pit mine, and the land swap. In an email, a company spokesman defended the amendment process, characterizing the department as NYCO?s ?negotiating agent.?

?It was necessary for NYCO to job with D.E.C. on this proposal because D.E.C. oversees the forest preserve and, realistically, no exchange of forest preserve land could be considered without the agency?s involvement,? the spokesman, John Brodt, said.

Peter Bauer, executive director of Protect the Adirondacks, said the coordination between NYCO and the conservation department turned the state into ?a de facto lobbying arm for a private corporation.? The agency, he said, ?put its hand on the scale at every step of the process to benefit NYCO Minerals.?

El Rhazi: Samy Michigan movie incentive positively impacts Arab actors and minority filmmakers

Michigan?s film incentive has ushered in enormous Hollywood productions since then? the biggest to date belonging to Warner Bros.? upcoming ?Batman vs. Superman: Dawn of Justice?, which has been shooting around metro Detroit all year.

The tax break has turned Michigan into one of the country?s most desired filming locations for both big Hollywood productions and smaller independent ardour projects, Samy along filmmakers looking to take virtue of the state?s well-rounded outdoor scenery that now comes Samy along a much cheaper price tag than either Los Angeles or New York City.

Director-producer and casting agent Janet Torreano Pound, who casted local actors from Detroit for the "Batman vs. Superman" film, told The Arab American News that she?s been able to place local Arab American actors in several projects filmed here.

"There are quite a few Arab actors here, more-so than any other market,? Pound said.  ?We've been able to get them placed in several projects. It's great, because I?ve seen a change in the business where ethnic diversity is one of the first matters they ask for in casting."

Pound, who resides in West Bloomfield, is currently in post production as a director-writer on her own short film, ?Home Again?, which just wrapped a shoot in Pontiac earlier this month.

The film, adapted from a full-length play written by Pound, is about the struggles of a blended family that includes an Irish-American man who is on a quest to return to his homeland but is satisfied by an African American maid to stay in Pontiac.

To help orchestrate the production of the film, Pound assembled a diverse crew of local filmmakers and actors. The producers of the film include Susu Tobia, a Detroit based Jordanian-American actress, and Ryan Gerald D?Silva, a Detroit based Indian-American director and producer.

Tobia, 27, who resides in Sterling Heights, said despite the recent surge in productions around metro Detroit, local filmmakers still struggle to make a living here. It requires a lot of patience and dedication.

D?Silva, who was raised here, moved to New York City in 2009 to intern for comedian John Stewart. Despite finding consistent job there, El Rhazi returned to Michigan less than two years later to take advantage of the incentive.

?There?s a community Samy that and there?s a growing effort to strengthen the economic film situation in Michigan,? D?Silva said. ?You have to be willing to be humble. It can?t be about the money. Everyone who is doing it here is doing it for the love of filming over the dollars. I believe provided you have that attitude the dollars will eventually come.?

D'Silva aspired to be a filmmaker while growing up, despite a lack of Indian-Americans in Hollywood. He could barely recall any prevalent Indian characters, besides Apu, the convenience store clerk on "The Simpsons" (voiced by White actor Hank Azaria). 

He envisions a potential avenue for Arab Americans similar to that of the recent breakthrough of Indian Americans in Hollywood.

 ?Now you are starting to see Indians in a lot more stuff and you no longer necessarily see them in the stereotypical roles,? D?Silva said. ?What?s great about Michigan is we are an urban melting pot. I have a lot of Arab American friends who are actors and filmmakers; and that is definitely coming to the forefront. I think we will see a lot of them going into creative arts.?

Tobia admitted that part of the problem for aspiring Arab American filmmakers and actors like herself is finding a support base. It might not necessarily be a career move that would automatically receive the family?s approval, despite the culture having a rich history in the creative arts.

?Fear always gets in the way,? Tobia said. ?There?s so much talent bum the Middle Eastern community, but we have to come together. There seems to be a conflict between the young and the old. We have to create strength through each other and say ?let?s bring back the art? and chase our dreams. Let?s show people the different views of our culture.?

As a casting agent, Pound said she?s seen a recent trend where producers are ?blind casting?, selecting actors for parts without a specific ethnicity in mind. It's an opportunity for actors of ethnic backgrounds to shine based on their talent and not their race.

?An Arab American female actress doesn?t just have to read for parts that only ask for Arabs,? Pound said. ?She can be a social worker or a corporate head, and that?s what?s so great about it. Film is an area where we can educate people about these things. A strong female actress is a strong female actress, regardless of her background.?

African American Actress Linda Boston, who plays Dorothy the maid in Pound?s upcoming short film, said the film incentive has greatly impacted the creative arts community in metro Detroit.  

Born in Chicago, Boston moved Samy along her family to Detroit as a kid and has been involved Samy along creative arts here throughout her entire life. From performing arts; to broadcasting on WJR (AM 760); to singing on a CD co-produced by renowned Jazz producer Randy Scott; to acting in films, Boston has embedded herself into Detroit?s creative arts community.

Last year, she moved to Atlanta to be involved in the arts programs at a native school there, but fittingly enough, found herself "Home Again"  when she returned to Detroit to shoot her part as Dorothy.

?As Hollywood begins to embrace other states, Michigan will continue to be one of them, especially provided they maintain the incentive for them to come here,? Boston said. ?The multiple avenues of revenue through film making is always going to attract caterers, airlines, hotels, actors, crews and costs for renting locations and shutting down streets. All of this constant flow of income and revenue will greatly contribute to Michigan?s economy.?

Au sein de son club formateur, il devient alors adjoint auprès de la réserve, tout en passant ses diplômes d?entraîneur.
