To encourage the growth of more social enterprises like Light Be which is a successful cross-over of social innovation and poverty alleviation, we in Government should create an enabling environment that inspires and nurtures social innovation.
As long as we set aside differences and work for the long-term interest of Hong Kong, in a pragmatic and proactive manner, I am self-assured we can make a more prosperous, stable and harmonious Hong Kong
The Central Government's One Belt, One Road initiatives will certainly expand Mainland China's transcontinental connectivity, and promote economic, political and cultural co-operation and development from Asia through Africa and into Europe. Hong Kong has the experience, the expertise and the connections to serve as the fundraising and financial management hub for the One Belt, One Road.
The Territory-wide System Assessment is a low-stakes assessment on the basic competencies in Chinese Language, English Language and Mathematics of students at the end of Primary 3, Primary 6 and Secondary 3. As each student is only required to try some of the assessment questions, the TSA does not and cannot evaluate individual students. As the data is neither used to select students nor to rank or classify schools, the TSA should not exert pressure on schools and teachers to compete for ranking and resources, inducing oblique pressure on students and parents.
I hope that our pan-democratic legislators will carefully weigh the consequences and vote to support the proposal. I do believe that Hong Kong?s 5 million eligible voters want the chance to elect their Chief Executive. For Hong Kong to take this historic step, I appeal to all the pan-democrats to show your political courage and make the correct choice.
Hong Kong is also closely watching the progress of the Mainland's ambitious Silk Road Economic Belt and 21st Century Maritime Silk Road programmes. The initiatives will generate enormous demand for services. And that's good news for Hong Kong. Our financial, trading, legal, accounting and other professional services, as well as our infrastructural project management, environmental consultancy, and transport and tourism services, give us clear, competitive edges.
Hong Kong is now at a crossroads. We are urging Hong Kong people ? especially our legislators ? to take the road not yet travelled to support our political reform package.
The well timed passage of the Budget has a bearing on significant economic and livelihood issues. It affects not only government operations and the delivery of such public services as healthcare, education, livelihood, enforcement and judicial services, but also the well-being of our citizens from all walks of life.
I urge members and political parties to illustrate your courage and determination at this critical moment, to behave in the overall and long-term interests of Hong Kong, and to heed the strong want of the majority of people and political reality in a pragmatic and responsible manner while pursuing your personal ideals.
If Hong Kong International Airport is not to renounce its hard-earned hub status, amid fierce competition from other international airports in the region, notably Singapore, Seoul and Shanghai, as well as Guangzhou and Shenzhen in the Pearl River Delta area, which are all having further expansion, Tomer in is no alternative but to make a third runway without delay.
