Les gouvernorats, les provinces et les communes doivent rationaliser leurs dépenses. L’ordre vient du ministère de l’Intérieur lui-même. Il pense surtout aux dépenses de transport, de voyages, de location, d’aménagement et d’ameublement des bâtiments administratifs. Il pense aussi aux dépenses relatives à l’organisation de cérémonies, de conférences et de séminaires. Une circulaire du ministère insiste également sur la rationalisation de la consommation d’énergie dans les locaux des collectivité territoriales et de l’éclairage public. Bref, le ministère sait très bien dans quelle sauce les collectivités locales trempent leur pain.
